excuse my last response, just realised this thread is about your 
Airport network.

Sounds to me like a quality of signal/noise issue.

I am getting pretty good file transfers over 802.11b but I have had 
awful speeds in the past. You might need to download a 3rd party tool 
to determine the signal/noise ratio on your wireless network etc. Also 
you can now buy handheld tools for about $50 to make measurements.

The interference form other devices is a possibility, 2.4GHz is very 
much the public radio band.

Also try doing a hard reboot of your basestation.
