Verify Disk Permissions?

This maybe an odd question, but i was wondering what is the point of 
having Verify Disk Permissions if you have Repair Permission?  I mean, 
at the end of the day, if you find out that your disk has permission 
errors you are going to end up fixing it. So why verify, then fix it?
