[Ti] No chimes at startup

There is indeed a problem with the startup chimes since the switch to  
Tiger. It doesn’t matter if you have the chimes turned on and the  
volume turned up high, on some machines the startup chimes simply  
refuse to work. This is the case on my 1.5 Ghz Powerbook as well.
