If PMU reset doesn't fix it and you've visually inspected to make  
sure all screws and connectors aren't loose as Fred advised, that  
seems to leave the charger, the battery or the internal electronics.  
I don't know if the OS could be a problem; that's easily checked by  
doing a clean install on an external disk and booting from that. If  
you can borrow a spare battery, you can swap that in. If you can  
borrow a spare charger, you can also swap that in. If none of that  
changes things, you might likely need internal repair.
