NTSC/PAL detection

Hi,

This may be a simple question to answer but I can't seem to find what 
I'm looking for.

How do I detect whether an mpeg is NTSC or Pal ??

I've got a few mpeg's I'm creating VCDs with but sometimes they are 
NTSC and I can't watch them on my telly so then I have to convert them 
to PAL, not a big deal except it takes so long to convert and of course 
I waste CD's..

I need a program that can tell me if an mpeg is NTSC or Pal, does such 
a program exist ??
