Changing OS X icons

Hi

Why is it some icons are easy to change in OS X and others aren't? And 
I'm not talking about system ones, I have a folder on my desktop that I 
made, and it let me change the icon once, but if I delete the icon or 
'cut', when I paste a new one on, the old custom icon reappears. Yet 
the folders within this folder let me change their icon as much as I 
want. The permissions on all the folders are the same. Any ideas?
