OS X Mail Problem

A friend of mine has been having trouble with the OS X Mail
application.  He has:
     Machine model: PowerBook G4 (version 2.1)
     Memory: 1 GB
     Machine speed: 800 MHz
     Bus speed: 133 MHz
     L2 cache: 256 KB
     L3 cache: 1 MB
     System version: Mac OS X 10.2.4

He is unable to display images and HTML formatted material.  The option
is properly checked in the Preferences --> Viewing window.  He actually
took the machine to an Apple Store and they performed a clean install
(archival install).  The situation persists.  They were stumped.

Originally the Mail app worked O.K. in OS X 10.1 and began the odd
behavior when he upgraded to 10.2.
