[X-Apps] Safari tool tips

I've never seen the tips myself, but try hitting your Help key once (to 
turn off help balloons).  It's up under the F13 key on the Pro keyboard.

I used to accidentally hit this in OS 9 when I had my fkeys programmed 
to launch different applications.
