Help-Apple USB Keyboard Anomaly

Hello All

Have a "problem (?) " that just surfaced and is a puzzler!

The numbers 1 thru 9 on the extended  USB keyboard side (right) will 
not enter as numbered text in any open program( like Apple Works, 
Quicken, etc)

By experimenting, i discovered that by holding down the Shift Key, I 
can enter numbered text.
How about that!

All operating keyboard keystrokes function normally. That is, I can do 
all the Finder Pull Down Menu functions using  the keyboard.

What I have done so far:

Action 1 Checked out the keyboard on my backup 7600/ OS9.1 / PCI USB 
card  .Works OK
------Conclusion: USB Keyboard is not the problem

Action 2 : Installed a PCI USB card in my B&W and connected keyboard . 
Problem, as above, is still there
-----Conclusion : a . Not a MOBO-USB ports  problem

                     : b. Must be a software problem (?)

Action 3: Ran Disk Warrior 3.0,Repair Permissions; trashed Finder 
preferences/restart
------- Problem still there

Action 4: Re-seated all  four 256MB cards
------Problem still there

Any ideas?

Where do I find that Window with the wrong box checked, (or unchecked ) 
?
