What's 600 bucks when you're in the graphics business ? Three hours of 
work ? The first job you bill to your client pays for the acquisition 
of Photoshop...

But if you are a non professional and don't bill your work, then it is 
overkill. If all you need is cropping, resizing and do some retouching 
then Photoshop elements, Corel Photodeluxe, Graphic-converter or even 
the free solutions out there will do perfectly.
If you are running Mac OS X, then the GIMP is a magnificent free 
solution.
