[X Newbies] 10.2.3 and Drop Down Menus

Interesting. This is how the Finder behaved all the time, without 3rd 
party intervention, more than 10 years ago. I still have sticky menus 
after 10.2.3, however, so it may be something unique to your system. 
Are you using any add-in preference panels?

There are no settings that I know of that should turn on what you 
describe is happening. But, why don't you try opening a couple of the 
standard preference panels, international, keyboard, universal access, 
and reselecting the same options you now have and then closing the 
panels.
