Panther's console mode not working...

Iam using a clean-installed Panther pre-release version on Power Mac G4.
To go into the console mode from the login screen, typing ">console" without
any password
leads me to a blank blue screen. I have to restart the machine to get back
to the login screen.
Does in anyway the installed Dec 2002 Dev. tools for 10.2 OS affects this?
How to resolve this problem?
