Describe what you "saw". You were in 10.2.8, you selected the file, 
chose Get Info, clicked on Open with:, and then what? You couldn't 
choose the Other... menu item? You couldn't choose the application you 
wanted in the Choose Other Application dialogue -- even with the Show 
All Applications option? The Add button was greyed out? I could assign 
any document to open with any application in Jaguar. (Whether the 
application could open the document is something else.)

Try it on your own Mac and see what happens.
