Under Panther, unlike Jaguar, the password request comes at the very end of the procedure. Are you saying, however, that sometimes you don't get a password request at all? That's not normal. I'd suggest you repair permissions. Open Disk Utility (in your Utilities folder), click your drive in the left column, click the First Aid tab, then click the Repair Permissions button. Don't be surprised if it corrects lots of files.
