[X-Newbies] Still can not add an account/user!

[Davis Gaffga]

I have opened System Preferences in v.10.3.9 and when I click on the + 
symbol to add an account (I am the Admin) nothing happens! Yes the + 
symbol darkens as long as I click on it but when I release the the 
mouse nothing happens except for the + symbol reverting to a white 
background. anyone have an I idea what I am doing wrong or what?  Ohh 
yes, it is unlocked.
