[X-Newbies] Controlling sound output devices

I'm using 10.3.9 on an eMac. I'm also using external speakers.

When trying to set the output sound device within System Preferences to 
either the built-in speakers or the external speakers I run into the 
following problem. If I don't have the external speakers plugged into 
the headphone jack the Preference sound output window will show the 
built-in speakers choice. However, when I plug in the external speakers 
that choice is replaced by Headphones-built-in audio.

Does 10.3.9 allow for choosing between output sound devices?
