This is entirely your choice.  In any case, you make OS X System 
Preferences point to wherever your Classic System Folder is.  I my 
case, I would not put Classic on a separate HD unless I had a real good 
reason to do that, say because of a bunch of Classic apps and hoards of 
data.  You may have a better use of the external HD, say for backup.

Again, it is your choice.  I would go with HFS+ for better use of the 
drive space.  No reason not to.

The G5 maybe came with Panther, before Tiger.  Classic is Classic in 
either case.
