[X-Newbies] Two Questions - Clock and Font Book

Hi Listers

OSX 10.4.8

Clock - When I  start up the clock shows GMT (Universal) rather than 
local time.  I have clock time zone Indicating Pacific Time Zone.  I 
can correct manually.  Solutions and suggestions welcomed.
