[X Servers] User Quotas on 10.2.1 Server

Didn't work for me. I have customized they heck out of my xserve and 
I may have broke something, when I enabled those apps, they didn't 
show any of my users.

Anyways, I DID figure out how to use quotas. It is very simple once 
you figure a few things out.
