So, quick summary, the Mac server is connected to the internet. The Mac server has SMB and FTP running. You don't have a router with NAT inbetween? You don't have your firewall running or at least the SMB ports are open? Remote Macs, i. e. not in your LAN but somewhere in the internet, can connect. PCs return an error "network path" not found whatever you try. Have you tried to "ping ip#" from the PCs? Can the Macs connect via SMB to the Mac server? (I know, not a very useful setup, but just for testing if the SMB works.) Same thing for Macs and FTP connections? Can a local PC connect to the Mac server? (Bring a laptop to the Mac server LAN.) This whole thread avoids another issue altogether: Is is really recommendable to run an SMB server (even if it's hosted on a Unix box) in the internet? My guts tell me that the risk is too high. But I have no knowledge whatsoever to support that gut feeling.
