[X-Unix] 10.3 FTP - Anon Read Only Access

I don't have a solution.
That said, do you really want anonymous users uploading whatever they
want? Are you sure that you wish to leave "dim" clients in charge of
such a target. The public folder on a shared account would not seem
too onerous.
