Okay, I resaved it as ASCII, and got;

11:47pm ~ % file .tcshrc
.tcshrc: ASCII text
11:47pm ~ %

all right, now i have implicitcd back

11:49pm ~ % /var/vm
11:49pm vm %

So, it looks like the main issue is the somewhat trivial motd, maybe that's in Unicode also. i'll check it out.
