Your Software Restore discs will restore your computer to the state it was in when you first bought the machine. You do not need to do that if you just want to install Panther, which you can do with the Panther install discs. The main difference is that the Software Restore discs contain software that is specific to your model of machine and is not distributed on the general Panther install.
