Reinstall the 10.3.6 COMBO update, then repair permissions. If that doesn't fix it, then boot with install CD, run Disk Utility, repair the disk, reinstall via Archive & Install, boot into the machine, run Software Update until there aren't any more updates to install, and, finally, repair permissions.
