[X4U] Mail problem with signature files in Mail 1.3.9

Does anyone know of any issues with saving signatures in Mail 1.3.9? I 
have 41 signatures(Quotes) that I like to randomly put on the end of 
messages. Now I find, if I add a signature to the list, when I shut 
mail down and restart it does not keep the added signature but only 
shows 41 on the list. Anyone know what I need to do to correct this?
