[X4U] strange network problem

this is certainly not OSX related. But I hoped someone on this list 
might be able to help me troubleshoot a problem. Or to better track it 
down.

for the last week, I've been unable to pull up my online banking page 
at www.hibernia.com
I have a cable modem.

It's not that I get errors.. the page just takes FOREVER to load. and 
never COMPLETELY loads the page. Bits and pieces do, but not enough for 
me to log in.  I check safari's  ACTIVITY window, and I can see that 
bits and pieces are trying to load,  but just INCREDIBLY slow.

I've called the bank, and they report no troubles.  I called my local 
CableNet provider  and workers there running Windows and IE can't load 
the page either.   my cable provider gets its service from CMAACCESS  
who I called (tech support is from like Ontario Canada or something.   
And they can access the page just fine.  So I'm assuming it has 
something to do with the network connection just past my local 
provider. (I'm located in Blanchard, LA)  a small town who recently 
started offering cable modem service.
