[X4U] Apple's test to see if your Safari was mucked by 10.3.9 update

Due to some third party enhancements, Safari may have been unable to 
properly update during the recent 10.3.9 update. A test to see if 
your Safari is good is described at:

Do believe the results even if you think Safari is good to go. The 
article describes a fix for this and Apple will also be releasing 
another patch to fix this automatically as well.
