[X4U] IE 5.2 fails to run on non administrator account

Panther 10.3.8. IE 5.2. I'll create another nonadmin account also and report

What OS? Is IE at 5.2.3? Did you try with another nonadmin user account? I
don't have one to try, so I can't test it for you.
