FSCK stands for File System Check, and it is UNIX's built-in repair utility in OS X, which has been modified by Apple to include Disk Utility routines. You can invoke it any of several ways: via the command line in Single User Mode, by using Repair Disk in Disk Utility, and by doing a Safe Boot.
