It sounds like you've got your Mac set for DHCP. Try creating a new location, hard coding an IP and subnet mask, something like 10.0.01, 255.255.255.0, then in Virtual PC, set it to 10.0.02, 255.255.255.0. Since you're only trying to connect the two and therefore not going across a router, you shouldn't need to configure an address for one (in windows the router address is called the default gateway). Your OS X ftp server should autoconfig to pick up on the new settings, but you could always double check that in the Sharing control panel. Best of luck, let us know how it goes...
