[X4U] Safari and FTP

When I type a FTP address in a safari URL like:

ftp://login:pass@www.domain.com/

 it opens explorer and tries to login from there...

As I recall in system nine -  there used to be Internet helpers as a control
panel - and you could choose FTP access and then choose a program to use -
either explorer or one of your FTP applications such as fetch etc.

-  how do we get this to work/change with Panther 10.3.x and safari?
