My Powerbook G4 does this about 10% of the time. The workaround is not to hard-reset but to close the lid (or use a shortcut key if you have one set) to put it back to sleep. Then, after the sleep light comes on, wake it up again, and most of the time that will fix it. If not, try it again. I'd read somehwere that Apple said this was fixed with 10.3.8, but it is not.
