IIRC, whenever you restart the machine, widgets are inactive. When click on the Dock's widget icon, the ones you selected to run previously startup, connect to their various net components, gather the appropriate data, and then display it-that's what's causing the slowness. They remain connected until you kill the Dock (via Activity Monitor, restarting, shutdown, or some other means); thus, responding quickly when reaccessed. The basic problem with having them running, whether displayed or not, is they contiunue to run in the background (check their activity in the Activity Monitor). For the most part, I find them of little utility, so I use them sparingly and I always kill the Dock after activating the widgets and tolerate the slowness when they relaunch.
