[X4U] Photoshop files not opening when double clicked?

Here's another weird one.

Running Tiger (10.4.1) on my 1.5 GHz G4 Powerbook.   Double clicking  
on a Photoshop file, or a JPEG file that has been specified to open  
with Photoshop CS (and not Preview) will simply not open up in  
Photoshop.  It acts like it will, bringing PS to the foreground, but  
no file open.

I tested the same files on my G4 desktop still running Panther and  
they pop open Photoshop just fine.  Has some in Tiger changed the way  
Photoshop reads files?   I've yet to update to Photoshop CS2.
