[X4U] Waiting for Network Initialization

I takes my PowerBook one full minute waiting for network 
initialization on start up--unless the phone line is unplugged, in 
which case it speeds right through this step.

Is there something I'm missing, something I need to feed to the 
System Preferences to avoid this delay? I have included the DNS 
Servers and the Search Domains in the Network panel.
