Safari->Prefs_General->uncheck the Open "safe" files after downloading. See
Finder->Help->MacHelp->"Mac OS X 10.4: Safari can help prevent unsafe
downloads"

Optionally, get something like FruitMenu which allows adding a Shutdown
command to the Apple menu that doesn't bring up any warning alerts.
