It does not. 

.Mac can synchronize Accounts, Contacts, Rules, Signatures and Smart
Mailboxes. It does not synchronize messages. However, as you noted, IMAP is
a good solution for that, and .Mac e-mail accounts can be accessed using
IMAP via Mail.app
