Here in the US of A we are trying to come up with a way to provide 
emergency services - 911 - using voice over IP. The good old POTS 
(plain old telephone service) is pretty hard to beat in the presence 
of software glitches, inability to know just where a caller is, and 
power failures.

Just passing a law requiring that it be provided doesn't solve the 
engineering problems.
