It depends on the context. When talking about "3 of 10", and meaning "3 parts out of 10 parts", it means 3/10. When talking about 1/2 of 8 and meaning "one half of eight", it means 4 -- but when the context is "one half part out of 8 parts", it is indeed 1/16 ( (1/2) / 8 ). That's why math is usually represented in symbols and not in text, as it can be ambiguous to do so. dZ.
