Not true.  You can buy OEM versions with a Motherboard or Hard Drive, 
though I've yet to see a copy for $100, around here they're $150.

The downside of the OEM version is that it is *LOCKED* to the 
motherboard you install it on.  You can replace things such as the 
CPU (my current P4 has gone through 5 CPU changes from the slowest 
possible, to the fastest as I've gotten ahold of faster CPU's).  I 
have a faster CPU and motherboard, but I can't move the OS over :^( 
The full commercial version allows moving to a new motherboard.
