No, what I'm saying is that there have been times when Apple was trying to make a major shift, but the underlying software needed to make that shift was not up to par because that 3rd party wasn't that interested. When Apple needed better Mac OS X development environments, the fine folks at Motorola started focusing the product on its embedded systems. When Apple switched to Intel CPUs, the fine folks at M$ hedged around and didn't commit to porting Virtual PC.
