[X4U] G4 will not start

I've a friend who has a G4 who will not start most of the time.  Now  
and then he will start.  What can be the problem?
If it's severe, he would buy a new Mac, but he wants to keep his old  
22 inch Apple monitor.  This monitor draws power from that G4.  Is it  
possible to use this 22"?
And he use OS 9 on that G4 because he needs MacDraw.  Is there soft  
that will read these files?
