[X4U] Downloading files in Safari

When a link has been downloaded in Safari the linked text turns red 
indicating  that it has already been clicked. Same in Explorer.

When a red link is right-clicked (control clicked) the ability to 
down load link to disk is lost as an option in Safari--but not in 
Explorer.

Is it possible to change this behavior in Safari. I would like to be 
able to down the link again--since it has subsequently been changed. 
(The option provided in Safari for a red link is:"Save this link to 
desk top" but that is not the same as "Down load link to disk." "Save 
this link..." changes it to a text file.
