[X4U] Reading Asian mail via Mail.app

So,

When my wife is reading mail from her Thai friends in Safari she can  
set the encoding to Thai and it sticks but it seems there's no way to  
make Mail.app's encoding setting stick and Automatic doesn't work  
because the headers aren't there in the first place.

Is there anyway to force mail.app to use a specific text encoding  
instead of having to select it for every message you read?
