[X4U] nationwide and/or intl dial-up

Looking for recommendations on a nationwide or possibly international  
dial-up internet ISP. Currently using iPass on OS 10.3.9, but it's  
proving to be unreliable. I'd also like something that has software  
to conveniently find the most local phone number, rather than having  
to hit a web page and look through all of the numbers. I'd prefer  
something cheaper than AOL, Earthlink, etc., but will go w/ those if  
I have to.

Any suggestions?
