If I'm understanding you correctly, it sounds as if a GoLive template would do what you're trying to do. A template in GLCS enables you to identify editable areas and uneditable areas of a page. When you create a new page from the template, you can change only the center content area, if that's your variable spot. To edit the "uneditable" parts, you edit the template itself, for changes to your menus, headers, footers, etc. I use this a lot. The instructions in GLCS help menu for this are great. The suggestion to check with the GL talk group is a good one.
