[X4U] Most advanced Video Codec WMV?

Great thread... and fits into a discussion I was having with a friend 
who wanted me to encode a 13 min. video I had captured off cable for 
the creation of a streaming web video. Someone had suggested WMV to 
her, too. I came back suggesting QT (H.264) Her other someone had 
also suggested doing a Flash version. ??

Did a quick web search and saw various discussions regarding 
different stream encoding speeds for slower dialup access to ultra 
high speed cable/dsl. Do those different stream encoding speeds 
impact output quality or just help fast internet connections stream 
quicker??
