FWIW, you can use "Apple Remote Desktop" on the client machines to  
make control available to VNC viewers.

System Prefs -> Sharing -> Apple Remote Desktop -> Access Priveleges

"VNC Viewers may control screen with password: ...."

But probably you know this?
