In addition to the ideas already posted, if the PDF has been correctly
prepared by the sender (to enable the document for commenting), you can use
a current version (7 or 8) the very free Adobe Reader to fill in and save
the PDFs.

Or so I've been emphatically told on another list. I don't know, because I
do have Acrobat.
