An RFC is a "Request For Comments". Anyone can Comment. Once all 
matters arising from the Comments and ensuing discussions are 
answered, incorporated in a new version, or rejected, it is approved 
by consensus.

Maybe you should setup Postfix and use command line 'mailx' when 
emailing this group.
